Oman plastic bag ban: a guide for shops

Which shops the ban covers, when each phase starts, what counts as compliant, and how to switch without disrupting your business.

Oman is phasing out single-use plastic shopping bags under Decision 8/2024. Each phase covers new types of shops, and each phase sends those shops looking for a compliant bag.

This guide explains which businesses are affected and when, what counts as a compliant bag, what the fines are, and how to switch. It follows public reports of the decision. Rules can change, so check with the Environment Authority or your municipality for your exact category.

Short version: non-woven fabric bags are an explicitly approved substitute. CarryPlus makes them in Muscat, printed with your logo. Minimum order 200 kgs. Delivery in 1 to 4 days, all over Oman.

Which shops are affected and when

The ban rolls out in phases. From July 2024: pharmacies and hospitals. From January 2025: textiles and clothing, eyewear, tailors, mobile shops, watches and furniture. From July 2025: groceries, bakeries, sweets and gift shops.

From July 2026: furniture, gold and silver shops, car care and dealerships. The final phase starts January 2027 and covers electronics, workshops, printing presses and all remaining retail. If your shop type is listed, the clock is already ticking.

What counts as a compliant bag

The ban targets single-use plastic shopping bags handed to customers. Approved substitutes reported include paper, cloth, cardboard, cotton and non-woven fabric bags.

Non-woven bags are the practical pick for most shops: stronger than paper, reusable, washable, and printable with your branding. One bag replaces hundreds of single-use ones.

Fines and enforcement

Reports put the fines between RO 50 and RO 1,000. Inspections are happening: 1,485 inspections and 106 violations were recorded in the first quarter of 2026 alone, according to Muscat Daily.

The fine is the small risk. The bigger risk is a shop with no bags at the counter when the phase hits. Order before your phase starts, not after.

How to switch your shop

First, pick the style. Pharmacies usually take D cut, groceries take W cut vest bags, retail takes loop handle or box bags. Tell us what you sell and we will suggest it.

Then message us on WhatsApp with the size, the quantity and your logo. Delivery in 1 to 4 days, all over Oman, so even a last minute switch is possible.

Minimum order is 200 kgs. For most shops, that is a sensible first stock that lasts weeks.
